Troy Foster is the VP of the Human Resources Resolutions Group and Partner of the Employment Law team.  Troy is also a member of RLG’s Trusts and Estates Team. As a former HR professional, Troy recognizes the importance and value to your business in fixing problems before they start.  So, at the beginning, Troy and his HR Consultants provide you with all of your HR needs from the ground up.  The Resolutions Group’s clients range from large corporations with existing HR departments that need a little help to small companies that don’t have HR and look to us to service their needs.  The Group’s services include trainings, I-9 verifications, drafting/revising handbooks, creating HR forms, managing leave issues, assisting with internal disputes or conflicts, and advising on everyday (and complex) HR matters, including hiring, discipline, and termination practices.

When things go wrong, Troy’s team is there to defend your business.  He has defended public and private employers against claims of sexual harassment and age, race, gender, and disability discrimination.  Troy also has experience on the traditional labor side.  He has represented management in municipalities at all stages of the process – from drafting meet and confer/meet and discuss ordinances, to implementing those ordinances through the certification and decertification processes, negotiations, and drafting memoranda of understanding.

Representative clients include employers from a wide variety of industries, from large publicly traded businesses to municipalities. Troy has represented clients in pharmaceuticals, telecommunications, securities, insurance, banking, finance, economic development, aviation, restaurant, automotive, education, engineering, construction, as well as many government agencies.

Prior to joining Rose Law Group, Troy was the head of the Labor and Employment section of a Phoenix law firm. Earlier in his career, he served as a law clerk to the Honorable Barry Silverman of the Ninth Circuit Court of Appeals and to the Honorable Edward C. Voss of the Arizona Court of Appeals. Additionally, Troy served on the staff of Congressman Bob Stump in Washington, DC. Prior to practicing law, he worked in the corporate world as a human resources director for a large retail chain.

He is a member of the Maricopa County Bar Association and the Federal Bar Association. He serves on the Arizona State Bar's Fee Arbitration Committee, served on the Arizona Supreme Court's Committee on Character and Fitness from October 2004- September 2009 and was appointed as a judge pro tem in 2004 - 2009. The Arizona Supreme Court also appointed him to a task force on attorney admissions. Troy was an adjunct faculty to Arizona State University, teaching courses in substantive and procedural criminal law, organized crime and persuasive writing. Troy also serves as an Adjunct Professor of Law at Arizona State University.

Serving his community, Troy is on the Board of Directors for Junior Achievement Arizona and Make-A-Wish Foundation of Arizona. He is also a member of the Southwest Valley Chamber of Commerce. He served as the Executive Director for "Standup for Kids" in Phoenix, an organization dedicated to assisting homeless teens, from 1999 to 2001. He was also the Corporate Faculty Chair for the ALS Association, which fights Lou Gehrig's disease, in 2003 and 2004.

Troy’s published works include "The Constitutional Defense Council," 26 Arizona State Law Journal 1995 and he narrates a training video for employers about sexual harassment titled "Respect - The Universal Language." During law school, he served as the Editor-in-Chief for the Arizona State Law Journal.
