Land Use and Zoning

Rose Law Group pc is built upon a solid foundation of primarily land use matters to such an extent that we have reason to believe we are currently the busiest land use and zoning practice in the State of Arizona and possibly in the nation,  currently representing over 250,000 acres. Land-use matters compromise a number of activities and practice areas including zoning, master planning, variances and use permits, development agreements, annexations, floodplain concerns, sewer and water permitting, Native American issues, building permits, special taxing districts, design review and various other entitlements and development approvals. Not limited to the emerging growth markets in Arizona, we also office in Idaho and practice in various other western United States. Our clients include developers, homebuilders and landowners and many are in one of the most active growth areas in the nation, Pinal County, Arizona which includes Casa Grande, Florence, Eloy, Maricopa, and Coolidge.

Our tremendous productivity in this practice area is due in no small part to the cadre of experience and well trained planners on our staff. This unique business model affords our clients the benefits of professional preparation and presentation of all necessary documentation and materials to the regulatory community in a crisp, simple to understand illustrated presentation that enhances the approval process to such an extent that we believe our success rate is unsurpassed.

Having been active in the Pinal County area for some time before the “boom” Managing Partner Jordan R. Rose, built sturdy relationships with the county and local governments and elected officials, as well as property owners. The Phoenix Business Journal called her the "queen" of Pinal County. Rose Law Group pc is active in the area chambers of commerce and has been involved in election campaigns, citizen participation groups, and is one of the seven original founding members of Pinal Partnership with Jordan Rose serving as the Chair. All of this adds up to an incomparable depth knowledge of land use/zoning issues in general and the Pinal County area in particular, giving us a competitive edge through the economies of scale we can pass along to the client.

Similarly, Rose Law Group pc is also active in the emerging markets of the West Valley (Buckeye, Goodyear, Avondale, Surprise), unincorporated portions of Maricopa County, Mohave County, La Paz County, Yuma County, Cochise County, Yavapai County and in the Safford area.   In addition, we do a significant amount of zoning work in Chandler, Mesa, Phoenix, Tempe, Scottsdale, Paradise Valley, Glendale and Marana. Partner Carolyn Oberholtzer brings similar connections to our work in the West having been active in West Valley politics for years resulting in strong relationships with elected officials and staff there; we have or are handling land use issues for over 10,000 acres of land in the West Valley.
